Configure Broadcast Modal

Replaces the currently active modal on endpoint /messaging/broadcast_modal

Status: Inactive
Android tracks shown IDs in SharedPreferences (shows once)

Mobile Client Mechanics (BroadcastModalDialog.java)

1. Frequency capping: The Android app checks shown_modal_message_ids in SharedPreferences. If modal ID has already been displayed, it skips displaying it to prevent annoying the teacher.

2. Conditional targeting: If set to conditional, the app calls ConditionEvaluator.matches(...) to verify board, subjects, school, or experience before showing.
